“It is clear that Romania wants to move to a circular economy. We have to see how we can get the efficiency of the national economy. Romania ranks last in terms of the degree of circularity, with 1.3%, while the European average is 13.5%. This should make us think when we develop the set of measures to implement according to the action plan. After the strategy comes a plan, and after the plan comes the implementation of the plan. Discussions on this subject are very important, since the circular economy is not the economy of a single sector, but a collaboration between several factors,” Constantin Damov, chairman of GreenGroup said during Circular Economy Conference organized by Sustainability Today.

“We need a determined government and a firm position to accelerate the transition to the circular economy. There must be a collaboration between public institutions so that disputes and arrogance do not arise in the future. We need a coherent legislation.

In the last period, a series of decisions were taken that caused dysfunctions in the real market. We expect the legislative changes to create markets, not to restrict them. These markets must be based on the principles of free competition. The circular economy comes with a lot of innovation. We must not block the market and the access of new companies to this market.

We must make sure that this market ensures fair competition in order to have an engine of progress.

Circularity is at a low level in Romania, but the recycling industry is at a high level. Unfortunately, almost all the raw materials that are recycled end up being exported and there is no circularity within the country. At the same time, we also do recycling for other countries. There is a flow of good quality materials that are recycled in Romania. We need a stable framework that creates the market, not blocks it. We need the elimination of blockages produced by political decisions at the local level, which make collection and sorting activities difficult. A good recycler is the consequence of a very good sorting.”
