ECOTECA, in partnership with the Ministry of Environment, Waters and Forests, is organizing the conference “Return & Recycle Insights – 2 years of SGR in Romania”, which will take place on November 26, 2025, between 09:00 and 13:00, at the Bucharest Academy of Economic Studies (ASE).

Registration: 26 nov 2025, Eveniment SGR la ASE

The event will bring together representatives of the authorities, the retail sector, the recycling industry and the academic environment, in a discussion dedicated to analyzing the evolution and impact of the Return Guarantee System (SGR) in the first two years of implementation.

Alongside the Minister of Environment, Waters and Forests, Diana Buzoianu, and the Secretary of State Raul Pop, who will address the institutional perspectives on the development of the SGR and the strategic directions for the coming period, will be

    • Nicolae Istudor, Rector of the Bucharest Academy of Economic Studies,
    • Gemma Webb, CEO of RetuRO
    • Cristian Teodor, Associate Professor, Bucharest Academy of Economic Studies
    • Marius Gavrea, ING Romania
    • Doinița Mihai, TOMRA Systems
    • Alice Nichita, Coca-Cola HBC Romania
    • Dragoș Doru, CanPack Recycling, Constantin Damov, Green Group
    • Ștefan Urziceanu, Tetra Pak Romania
    • Emanuel Pârvulescu, Mega Image.

The discussions will highlight the progress made by the SGR, the operational challenges, but also the steps necessary to consolidate a high-performance packaging return and recycling system, in line with European objectives regarding the circular economy.

“The first two years of implementation of the Guarantee-Return System show both important progress and challenges that need to be addressed to build an efficient and transparent mechanism, adapted to the needs of all stakeholders involved. The SGR is a pillar of the transition towards a responsible consumption model: it increases the degree of packaging collection, protects the environment and offers a level of data and transparency that brings us closer to good European practices”, says Diana Buzoianu, Minister of Environment, Waters and Forests

The Return & Recycle Insights Conference – 2 years of SGR in Romania is held with the support of RetuRO, ING Romania, CanPack, TOMRA and Coca-Cola HBC, organizations that actively contribute to the development and operation of the Guarantee-Return System in Romania.

Logistical support is provided by Maidan Events, and insights and data are provided through the analyses and studies of Cumstam.ro, EcoStudent and Every Can Counts.

The event benefits from the support of media partners CERC – the Circular Economy Coalition, Green Report, Sustenabilitate.biz, Sustainability Today, Ecologic, Jurnal de Sustenabilitate and Edupedu.ro.
