IPP (International Pallet Pool), a leading European provider of pallet-pooling services for the fast-moving consumer goods (FMCG) sector, is expanding into Romania as part of its strategy to grow in Eastern Europe. The investment includes opening the company’s first warehouse in Romania and forging partnerships with retailers and their suppliers.
IPP’s pallet-pooling service lets FMCG producers and distributors use reusable pallets without buying or managing them internally. The company handles the full logistics cycle—from supply and collection to inspection, repair, and reuse. This streamlines deliveries to modern retail chains, online platforms, traditional trade distributors, logistics operators, and transporters.
The model simplifies logistics for producers, cuts costs on pallet stock management, and offers sustainable transport solutions.
Operations across Romania, Bulgaria, and Hungary will be led from Bucharest by Cosmin Minescu, a supply chain expert with over a decade in pallet-pooling. He was part of the team that first introduced the model to Romania in 2013.
“Romania is steadily advancing the circular economy, and IPP is here to support those efforts. Partnering with retailers and suppliers, we can strengthen and digitize supply chains, positioning ourselves as a sustainable pallet rental option,” said Cosmin Minescu, Business Unit Director for Romania, Bulgaria, and Hungary.

IPP manages a European stock of over 20 million pallets, including UK pallets for exports to the UK and Ireland, Euro pallets for local and intra-EU shipments, and half- or quarter-pallets for retail promotions and merchandising.
The company is backed by a network of over 180 European depots for inspection and repair. Its circular economy model reduces packaging waste, boosts reuse and recycling rates and aligns with the EU’s new Packaging and Packaging Waste Regulation (PPWR).
IPP is part of the Dutch Faber Group, a holding founded in 1992 specializing in reusable pallet logistics. The group includes brands like PAKi, PRS, and vPOOL, all focused on circular principles and supply chain optimization.
